The Justice and Immigration [J&I] Business Unit [BU] works with the UK Government in providing essential services to six adult prisons under contract to the Ministry of Justice's National Offender Management Service (NOMS) and the Scottish Prison Service. In addition, J&I operates an Immigration Removal Centre and provides safe, secure transportation of Prisoners to and from HM Prisons, Courts and Police Stations. We deliver accommodation and transport services to asylum applicants in North West England and Scotland and work with the Home Office's UK Visas and Immigration department to support the management of migration.
We are currently looking to recruit a Health, Safety and Environmental Manager to work for the Prisoner Escort Custody Services (PECS) Contract. This role will require you to work 37 hours per week, Monday- Friday. The salary for the role is £41,500 per annum.
The PECS contract makes a critical contribution to the Criminal Justice System by providing all court custody and escorting services across four regions and seven areas of England. The provision of the PECS contract is to ensure the safe and secure transport of detained persons between courts and custodial establishments. The contract is likely to transport approximately 250,000 persons each year.
Overview of Role
Your primary responsibility will be to provide specialist, Health, Safety and Environment [HSE] support to the PECS contract and to deliver a high-quality, competent HSE assurance service.
You will support the delivery of HS&E improvement strategies at the PECS contract. You will be responsible for ensuring there are the appropriate processes to manage our HSE risks and that the contracts are compliant with contractual requirements, regulatory legislation and the Serco Management System.
You will advise upon H&S training, oversee and assure H&S reporting by the contracts.
Due to the nature of this role, you will be based at the head office in Bloxham, Oxfordshire for 1-2 days per week and the rest of the time you will spend in the contract at various courts or vehicle bases in London and the East of England.
You must hold a NEBOSH Level 3 qualification and demonstrate experience of working in a HSE management role. Recognised UK Fire Safety certification is desirable and experience in OHSAS 18001/ISO 14001 management is an advantage.
Experience of working within either a custodial environment or Facilities Maintenance will be an advantage.
You will be able to demonstrate an ability to work with and advise contract directors and their staff in respect of HSE risks, vulnerabilities and control measures. You will demonstrate a sound understanding of the risks and regulatory environments relating to HSE.
You will possess excellent verbal and written communication skills. Sound judgement plus the ability to prioritise and work without direct supervision are essential qualities.
This role is exempt from the Rehabilitation of Offenders Act 1974 and all offers of employment are subject to security clearance checks and approval by the Home Office.
Due to the nature of this role there will be a requirement by the business to travel to other Justice and Immigration Contracts that are based within the UK therefore a full UK driving licence is required.
